SRX-550 upgraded to HM and JunOS 18.1R1.9 - J-Web doesn't work

Hi, everybody!

I have SRX-550 (RE-SRXSME-SRX550) upgraded to HM (4GB RAM, 8GB SD) and JunOS 18.1R1.9 upgraded from JunOS 12. We purchased this upgraded device from one of Juniper Official Distributors. But for some reasons we have no reply nor from the supplier neither from JTAC (because of no active Contract).

J-Web doesn't work. I configured HTTPS as shown in the documentation:

set system services web-management http interface ge-0/0/0.0
set system services web-management https system-generated-certificate interface ge-0/0/0.0

I go to J-Web page, see login page, enter login/password. When the password is wrong I see the error message? but when the password is right nothing is happened. I tried HTTP and HTTPS as well.

Debugging tools of browser and JunOS logs show me the errors like this:

httpd: 2: GET /login.php?code=404&ruri=/installed_plugins/rbacProvider/nls/msgs.properties HTTP/1.1
httpd: 0: GET IFNAME WORKED ge-0/0/0.0
httpd: 2: CreateMGD: sendmsg to gk for url /login.php
httpd: 2: requestCompleted : Closing gk fd 15 for URL /login.php
httpd: 2: GET /installed_plugins/rbacProvider/nls/msgs_ru.properties?_=1533717924764 HTTP/1.1
httpd: 2: reportFailure: uri /installed_plugins/rbacProvider/nls/msgs_ru.properties with query string /installed_plugins/rbacProvider/nls/msgs_ru.properties&_=1533717924764
httpd: 2: Error: "Not Found", code 404 for URI "/installed_plugins/rbacProvider/nls/msgs_ru.properties", file "/html/installed_plugins/rbacProvider/nls/msgs_ru.properties": Can't open document: /html/installed_plugins/rbacProvider/nls/msgs_ru.properties.

I browsed file system of JunOS, but actually there is no msgs_ru.properties file in /installed_plugins/rbacProvider/nls/

Could anyone advise me if there  are errors in JunOS  firmware or for some reasons the upgrade to JunOS 18 was unsuccessfull? All functions of router I configured (except of J-Web) are working.

What should I do: to upgrade to next release of JunOS 18, to downgrade to recommended JunOS 15, or to leave this JunOS with malfunctioning J-Web.

Thanks for advance for help!
